Known as the \""3 incher\"", the gun was developed by the Putlovski Works in St Petersburg in 1902. Its design was bold for the time featuring a carriage with recoil devices, traverse and elevation tracking mechanisms and precision sights for direct and indirect fire. The gun could fire both shrapnel and cannister rounds as well as specialised shells such as smoke, incendiary and chemicals.
